Recidivism refers to a person’s relapse into criminal behavior after their release from prison. A 2019 U.S. Sentencing Commission report on recidivism among federal prisoners showed that nearly 64% of prisoners who had been convicted of violent offenses were arrested within eight years compared with about 40% of those convicted of nonviolent offenses. Our prison population is aging due to an increase in admissions of older people and longer sentences. Although research shows recidivism substantially declines with age, released prisoners face many difficulties in avoiding reincarceration. Advocates claim inmates, subjected to coercive and violent prison environments, often emerge with psychological problems. Once released, it is difficult for them to get jobs and find housing - putting them back in an environment where there’s a lot of temptations without much support. They say most correctional facilities are not equipped with the types of psychological or substance abuse treatment programs many inmates need to avoid recidivism.

Proposed Legislation: Reintroduction ofS.1733 - One Stop Shop Community Reentry Program Act of 2021
Prospective Sponsor: Sen. Amy Klobuchar (MN)

  • I oppose reforming current recidivism policy and wish to donate resources to the campaign committee of Leader Charles Schumer (NY).
  • I support authorizing grants to community-based nonprofits to operate One-Stop Reentry Centers by: 1.) Working with community leaders who interact with formerly incarcerated people and their families to identify specific strategies and approaches to providing reentry services. 2.) Ensuring that the individuals served by the center are referred to appropriate reentry services based on the individual’s needs immediately upon release from a correctional institution or after conviction, and continuously thereafter as needed. 3.) Continuing to provide services for individuals served by the center who move to a different geographic area to ensure appropriate case management, case planning, and access to continuous or new services. 4.) Contracting with a nonprofit organization with expertise in analyzing data related to reentry services and recidivism to monitor and evaluate each recipient of a grant and each community reentry center receiving funds under this section on an ongoing basis. And wish to donate resources to the campaign committee of Sen. Amy Klobuchar (MN) and/or to an advocate group currently working with this issue.

Amy Klobuchar (MN) will be unconditionally awarded the funds pledged to this issue along with a letter requesting her to favorably consider either reintroducing S.1733 - One Stop Shop Community Reentry Program Act of 2021, or a similar version thereof.

  • National Resource Center on Children and Families of the Incarcerated
    If elected as a trustee, National Resource Center on Children and Families of the Incarcerated will be awarded the funds pledged to this issue along with a letter requesting these funds be used to reduce recidivism by working and advocating for services and policies which support released inmates.

    The mission of the National Resource Center on Children and Families of the Incarcerated at Rutgers Camden is to raise awareness about the needs and concerns of the children of the incarcerated and their families by: Disseminating accurate and relevant information and research; guiding the development of family strengthening policy and practice; training, preparing, and inspiring those working in the field; and include the families in defining the issues and designing solutions.
